Over the past 25 years Frank Liszczak has served as a public and private sector planner, participating as a principal planner, consulting planner or project manager. The following projects and activities illustrate the depth and breadth of the projects Frank has been involved in a variety of capacities and for a range of clients. Recent Policy and Land Use Plans

  • West Yellowhead Corridor Evaluation, 2005A development capability assessment on behalf of the Provincial government to identify tourism / commercial sites adjacent to east gates of Jasper National Park.

  • City of Medicine Hat MDP, 2004 - Rationalizing the City’s Growth Management Strategy was a key component of this MDP.

  • MD of Lesser Slave River Poplar Lane Area Structure Plan, 2004A future land use plan for an 18 sq. km,  historically flood-prone community in the MD.  Identified safe development areas, conditional and non-developable areas using flood-management modeling.

  • Spring Creek Properties Ltd. Environmental Impact Statement, 2003Co-author along with Wildlife and Company for a  pre-development environmental assessment of residential land development in Canmore, AB. 

  • Vermilion Intermunicipal Development Plan, 2003An Intermunicipal Development Plan between the County of Vermilion River #24 and the Town of Vermilion covering a fringe area of over 3,600 hectares.

  • Regional Municipality of Wood Buffalo Regional Infrastructure Plan, 2003 Preparation of population projections and development capacity for Fort McMurray to build-out done in conjunction with a projected infrastructure needs assessment plan.

  • Yellowhead County Evansburg Area Structure Plan, 2003A future land use plan for an active community in Yellowhead County experiencing a transition in governance and development opportunities

  • Cypress Hills Fringe Area Structure Plan, 2003 – A Plan for future land use for 257km2 of native rangeland undergoing development pressures surrounding Alberta’s Cypress Hills Provincial Park

  •  Hinton West Area Structure Plan, 2002an intermunicipal  land use plan for 2200 hectares of Crown and private land straddling the Yellowhead Highway, focusing on recreational, commercial and industrial opportunities.

  • Speargrass II Area Structure Plan (Draft), 2002 – a country estate on
    160 acres incorporating constructed wetlands in a parkland meadows concept with 44% of the developable land as open space (principal planner)
  • Hinton West Joint Area Structure Plan (Draft), 2002 – an intermunicipal land use plan for 2200 hectares of Crown and private land straddling the Yellowhead Highway, focusing on recreational, commercial and industrial opportunities (principal planner)
  • Subdivision Design for the Protection of Alberta’s Shorelands, 2001
    a planning contribution to a publication for the Bow River Water Quality Council (Bow River Project) identifying the potential for more ecologically sensitive subdivision and development options for rural landscapes (consulting planner)
  • MD of Bighorn policy review and design guidelines for the Hamlet of Harvie Heights, 2001
    a community based land use zoning and MDP policy review for future commercial and hotel development adjacent to Banff National Park (project manager and principal planner)
  • MD of Big Lakes; Joussard Area Structure Plan, 2001
    a future land use plan in response to increasing pressures for tourism demands on a small community on the south shore of Lesser Slave lake, Alberta (principal planner)
  • Southshore ASP, 2001
    An infill development plan for 500 hectares of resort recreational and commercial/residential on the southeast shore of Lesser Slave Lake, Alberta (principal planner)
  • Town of Canmore Town Centre Enhancement Plan, 1998 - a land use strategy and urban design exercise focused on developing the long term potential of downtown Canmore (planning dep’t manager)
